Front bumper and frame
Sounds like a dumb question, are the front bumper, suspension and brakes based on a clio or a twingo? as looking at doing a few mods during the next couple of years

As the Twingo is basically a mkII Clio floor, both - in most instances. Don't expect any body parts to fit, and I don't think any of the Clio or Twingo brakes are any better than you already have.
Coilovers fit, but are hassle. You'd do better to get Eiback springs on your standard shocks, if you want to lower the car.

Ok, thought I might be able to change the bumper, the brakes and springs were just an after thought

No, it won't line up with any of the body. What look were you trying to achieve?

Just something to make the front look sharper and lower to the ground

Springs will make it lower to the ground.
Razor blades will make it sharper.
You could find a splitter that fits?
